I believe so! The casters themselves have no markings but the box they came in has a DGQ sticker that looks legit. They seem well made and the metal is clean and finish is good, no rust or corrosion like you see sometimes on stuff that sat in a warehouse since WWII and then came off the slow boat from China. The rubber is good. I will be putting them into service next week and am not expecting any problems.

Not for long periods. If they get wet a lot, the rubber will soak up the moisture and crack off over time.
