I think you could do this yes. To link the two hubs you would have to have an rgb 3 pin splitter cable so that they could both be synced with the motherboard

The last setting used will be remembered as long as your psu is not switched off between reboots. I have this setup with my case reset button. Press and hold for two seconds will sync the rgb to the mobo application
