Can I use the ink to customize dolls?

The ink works by gluing shiny particles to the place it is applied.   Compared to non-glittering inks, the layer of pigment glued down is relatively thick.   I believe some of Winsor and Newton's inks use water-soluble dextrin as the medium.   Some other brands of gold ink use a waterproof medium, perhaps acrylic resin.   So the result depends on the use to which the dolls are put.   If the area to which the ink is applied is going to be flexed, then the thick layer will probably flake off more quickly that with other inks.   If the doll is going to be put in a child's mouth and become damp, probably no glittery ink is appropriate.   Winsor and Newton prepare two gold inks, one using mica and one using bronze as the pigment.   The bronze can tarnish over time, though initially it may give a more realistic gold appearance.   The answer depends on what you plan to do with the doll, and what conditions it is going to be stored in.   For a child's doll, though, I believe the correct answer to be "No."

Can this gold ink be used in something link a kingart fine line painting pen?  i have the 5mm

I had to research the pen you mention, as I've never used one. It says you need to thin the ink ... so I guess the best thing to do would be to try it.  The ink does have a metallic sheen, so I don't know if it would clog your nip or not?? I never have had any issue with a dip pen.

Why won’t this work with my glass dip pen?

The mica flakes in this ink, which function as the pigment of the ink, or at least the most significant proportion of the colouring matter, are too coarse to run in a glass nib.   To keep the mica in suspension for long enough for the ink to be usable the viscosity of the ink has to be high, and this does not suit the glass nib well.   You will find that the ink will run in a conventional metal nib, though with some difficulty and possibly after some adjustment of the viscosity by dilution with purified water (or whatever Winsor and Newton recommend for dilution).   The ink is probably most successfully applied by brush.   Inks of this sort are always difficult and require practice.   This is not because the ink is poorly made, but because of the intrinsic limitations of this kind of ink.   Other brands are available, some of which present fewer difficulties in application, but usually yielding poorer results than Winsor and Newton's.
Glass nibs are better suited to conventional dye-based inks than to pigment inks, especially to shimmering inks which have to have large suspended particles to make the shimmer, and consequently higher viscosity than usual inks to keep the particles in suspension after stirring for long enough for the ink to be deployed.   Glass nibs are also well-suited to ferrogallic inks, which also do not depend on suspended pigment.   Ferrogallic inks often have better surface tension than dye-based inks, and so run better in all dip pens;  some dye-based inks on the market have such poor surface tension that they are more or less unusable by any sort of dip pen, and are only feasible to work with in a fountain pen.

Can this be used to mix with resin?

Probably not, the ink is water based and would not be compatable with the resin.
