Q: Will this device work with an older ipod Touch that is Bluetooth 4.0?

Yes, I’m using mine with Bluetooth 4.1 right now. Bluetooth standard is backward-compatible with earlier versions. You should know that Bluetooth 4.x does not have as great a bandwidth ad 5.x, so your quality will never get to CD quality (it MAY not with 5.x either, but it is possible). If you are streaming good quality MP3 or older Apple lossy files it will be just fine and you are not likely to notice a difference.

Q: Does it come with a balanced cable?

Q: Does this unit have the same dac as the zen dac?

Yes, the iFi Zen Blue V2 has a DAC, ESS Saber, iFi does not disclose the type, but it is not the same as the Zen DAC. The iFi Zen DAC has a Burr Brown as it has to deal with PCM, native DSD decodes, etc., that the Zen Blue does not support.
