Q: So, the idea is for kids to stand on it in the water?

Not really stand on it. It's like a kick board but bigger in the shape and about the size of a penny skate board. The little kids loved to hold it and kick around the pool or lay their bellies and float. The bigger kids would jump off the side off the pool onto it and skim across the water and down until sunk then sometimes the board would shoot up. (They were using the boogie boards until we got this). It's neat and different.

It is about 1 1/2" to 1 3/4 " thick

Q: Is it made out of the same substance as pool noodles?

Actually this is stronger than the foam noodle has an outer layer that covers the foam holds up well
